The global semiconductor industry is undergoing a structural realignment. Companies and governments are actively diversifying manufacturing, design, and testing capabilities away from traditional concentration zones — creating a once-in-a-generation opportunity for new locations that combine talent, stability, and competitive economics.
Jordan has identified the semiconductor sector as a national strategic priority. Under the National Council for Future Technology (NCFT), with Royal patronage, a dedicated Semiconductor Subcommittee is driving a coordinated national agenda to position Jordan as a competitive destination for semiconductor investment — focused on two segments where Jordan has a genuine right to compete:
• Assembly, Testing and Packaging (ATP): Back-end semiconductor manufacturing operations covering chip assembly, testing, and packaging, with proven viability validated by an International Business Machines (IBM) and International Finance Corporation (IFC) pre-feasibility study.
• Semiconductor Design: Fabless design centers, verification hubs, EDA support, and engineering services that leverage Jordan’s STEM graduate pipeline and competitive engineering cost base.
The Jordan offer is built on a foundation of political and economic stability, a fast-growing manufacturing base, world-class education partnerships, and a government that has demonstrated the ability to deliver on high-profile investment commitments efficiently.
Jordan offers a skilled and cost-competitive ICT talent pool, producing around 12,000 graduates annually and supported by nearly 48,000 ICT professionals.
Jordan provides preferential access to over 1.4 billion consumers through an extensive network of FTAs and WTO membership.
Jordan’s manufacturing exports have grown by nearly 60% over the past three years, while global technology companies such as Microsoft, Amazon, and Huawei operate in Jordan.
A pre-feasibility study by International Business Machines (IBM) and the International Finance Corporation (IFC) confirmed a 22% average operating profit margin for ATP operations in Jordan before incentives.
Jordan provides coordinated government support and dedicated customs facilitation mechanisms for semiconductor investments under the Ministry of Digital Economy and Entrepreneurship (MoDEE).
Jordan is strengthening academia-industry collaboration through partnerships with Princess Sumaya University for Technology (PSUT), German Jordanian University (GJU), and Al Hussein Technical University (HTU), including semiconductor training programs with Synopsys.
